Secret births proposed to be allowed in Kyrgyzstan

Medical personnel will be subject to criminal punishment for disclosing medical secrets.

A parliamentarian Zhyldyz Sadyrbaeva put forward a proposal at Jogorku Kenesh of Kyrgyzstan. She proposed a law that would provide for the establishment of special institutions where women, who want to hide their pregnancies, could give birth anonymously. This proposal was put up for public discussion on December 15, the Parliament of Kyrgyzstan reported on its website.

Sadyrbaeva’s goal is to save unwanted children, who otherwise might be left on the street or handed over to strangers by their mothers. According to the parliamentarian, such institutions will allow women to give birth safely and anonymously. The bill provides for criminal punishment for breaching medical confidentiality by doctors or medical personnel.

It is also proposed that a mother could leave her newborn child in an institution where he would be cared for and placed for adoption. The parliamentarian believes that her initiative is the only chance for women to hide their true name and keep a child’s birth a secret, as well as prevent them from committing irreversible acts.
