Social contract practice shared in Kyrgyzstan

They followed an example of China and Kazakhstan.

Deputy Minister of Labour, Social Security and Migration of Kyrgyzstan Zhyldyz Polotova told CentralAsia.news about the implementation of a social contract in the Republic. This information was provided in response to an official request.

According to the Ministry, the international practices of the People’s Republic of China and Kazakhstan were studied before putting a social contract into practice. The Government provides such support measures to citizens of Kyrgyzstan as: assistance in employment and vocational training, funding for state benefits and other social payments and social assistance to poor and low-income families, which is provided under a social contract.

«With the aim of supporting poor and low-income families and encouraging them to action to overcome difficult life situation, helping them implement their labour potential and stimulating entrepreneurs to create new jobs or facilitate self-employment of poor and low-income families, the Resolution No. 385 of the Cabinet of Ministers Kyrgyzstan, dated July 15, 2022, approved the Regulations on social assistance under a social contract,» the Ministry added.

Low-income families in Kyrgyzstan are entitled to food and financial assistance until 2027. The social support instrument «food and cash for work» allows creating assets locally and improving local infrastructure. Beneficiaries — low-income families are entitled to a 40% discount on their electricity bills.
