Turkmenistan creates multimodal system of international relations

Scientific expert Ilyasov commented on the importance of the implementation of the largest projects in transport and the fuel and energy complex by Turkmenistan.

On February 1, the famous Turkmen scientist, Doctor of Technical Sciences Allaberdi Ilyasov, a regular interviewee of CentralAsia.news touched upon the topic of economic stability of Turkmenistan within the development of the country’s fuel and energy complex. The author also spoke about the large-scale projects for the Seydi oil refinery (SOR).

A positive foreign economic course of the president

The factor of economic stability of Turkmenistan plays a decisive role in the development of multifaceted opportunities for establishing and strengthening foreign economic relations of our country with other states, as well as with the largest companies in the world.

A historical fact in the modern history of our state serves as a real confirmation of the positive foreign economic policy of the head of the state. Thus, on January 14, President of Turkmenistan Gurbanguly Berdimuhamedov and President of Afghanistan Mohammad Ashraf Ghani launched new joint infrastructure facilities in the region: the Akina-Andkhoy railway, a power line, and two fiber-optic communication lines. The leaders of the two states took part in the opening ceremony online.

Turkmenistan is actively working on the formation of multimodal transport and transit corridors, and this work has a beneficial effect on the development of trade and economic ties at the regional and international levels. Undoubtedly, the commissioning of these facilities expands the possibilities for the effective implementation of the transit and transport potential of the two states, their interaction in the energy and communication sectors, and integration into the system of modern international economic relations.

The relevant event certainly has great historical significance not only for Turkmenistan and the Islamic Republic of Afghanistan but also for other countries of the region. The significance of these projects will have a beneficial effect on regional economic integration in general, and on socio-economic development throughout the Eurasian space.

SOR — as a participant in global investment projects

Implementation of other large-scale investment projects, in particular, in the oil and gas sector, is one of the strategic tasks of the state. Therefore, the opening of oil and gas facilities, which took place on January 15 this year, is of no small importance in the life of the Turkmen state. A new gas compressor station with an annual capacity of 30 billion cubic meters was launched at the Malay field with the participation of President Gurbanguly Berdimuhamedov. Its functional feature is the complete development of the Malay field and high-pressure pumping of gas from the Galkynysh and Dovletabat fields to the Malay — Bagtyyarlyk gas pipeline.

The launch of a new compressor station at the Malay field, the opening of power lines, railway transport, and the already operating gas compressor stations at the Galkynysh field actualize the development of another equally important industrial infrastructure — the Seydi oil refinery, which is located in a very convenient geographic location.

The modernization of the enterprise will increase the productivity of its products and a variety of new types, such as liquefied gas, jet fuel, innovative AI-100 fuel, aviation gasoline for subcompact piston aircraft, needle coke, benzene, polystyrene, and other fuel, energy, and petrochemical products, as well as raw materials for the production of building materials.

It should be noted that the operation of two compressor stations at the Malay and Galkynysh fields will additionally increase the feedstock (gas condensate) for processing at the SOR.

Thought-out development strategy until 2030

Following the «Program for the development of the oil and gas industry of Turkmenistan for the period up to 2030», the industry will continue to expand the scope of activities for the production of products by increasing the volume and range.

Enterprises of the domestic fuel and energy complex gradually implement large-scale projects aimed at diversifying the oil and gas industry, develop its industrial potential and transport infrastructure. At the same time, the export of energy carriers demanded in world markets, such as Pakistan, Afghanistan, India with access to the Persian Gulf and the Indian Ocean, is increasing.

At the same time, long-term investments are the main component of economic growth in Turkmenistan. Considering these facts, directions have been identified among the main priorities of the economic strategy of the Turkmen state. They include the creation of a favorable investment climate, accelerated implementation of large projects and programs, investment in the oil and gas complex.

In the modern history of Turkmenistan, the construction of technological units at the Turkmenbashi complex of oil refineries (TCOR) is a significant step in the national economy.

Modernization of the production scheme of SOR

High-tech production of bitumen and gasoline, diesel fuel and fuel oil, as well as a liquefied gas, opened up broad prospects for the subsequent development of the country’s fuel and energy complex. The modernization of the current scheme of the Seydi oil refinery is necessary now. The SOR can become a starting point uniting the development of international investment business in the fields of refining and selling oil, gas condensate, and natural gas. In recent decades, the Asian region has become more attractive, stable, and reliable for global investors in energy projects.

Also, the «Program for the development of the oil and gas industry of Turkmenistan for the period up to 2030» provides for a constant increase in the volume of oil production through the discovery of new and optimization of existing fields. One of the most important steps in the successful implementation of the fuel and energy strategy of Turkmenistan is to increase the range of high-quality oil products. From this perspective, the Seydi Oil Refinery, as well as the Turkmenbashi Refinery, should become a modern industrial giant, producing many types of petrochemical products, focused primarily on the external market.
