It will no longer be possible to buy non-refundable air tickets in Kazakhstan, Sputnik reports. This change results from the adoption of the draft law On the Protection of Consumer Right by the Mazhilis.
Non-refundable tickets are usually 10-15% cheaper, but they pose a risk for the buyer. Minister of Trade Arman Shakkaliyev believes that this practice infringes on the consumer rights, so the draft law precludes non-refundable air tickets and tourist services.
The law must be approved by the Senate, then be signed by the President and come into force. The cases when a passenger independently refuses to fly remain an exception. Amendments are provided that airline and airport managers will bear administrative liability, since they were not penalised for these violations previously.
“I personally raise the issue of suspending business activities and revoking the airfield readiness certificate. Because often one of the reasons for flight delays is that the airport is not ready,” Bakytzhan Bazarbek.
