Expert Khamroev explains regularity of Mirziyoyev’s victory in elections

The political scientist noted that there was no need for technical falsifications during the elections.

The presidential elections in Uzbekistan ended with a resolute victory of the incumbent leader of the Republic Shavkat Mirziyoyev. His result was 80%. The election results could hardly have come as a surprise. Indeed, even before the voting began, Shavkat Mirziyoyev was planning with confidence his presidential visits to other countries.

In an interview with CentralAsia.news, a political expert Bakhrom Khamroev expressed no surprise at the outcome of the campaign. He emphasised that there might not have been any technical falsifications as such during the elections. They were unnecessary just because everything had been prepared for a particular candidate to win.

Unappropriated rise to power

The political scientist is inclined to believe that in 2016 the future president came to power in violation of the Constitution. Khamroev's opinion is based on the strange refusal of Speaker of the Parliament Nigmatulla Yuldashev to become acting President.

“Originally, incumbent President Shavkat Mirziyoyev came to power in violation of the Constitution of Uzbekistan. In the event of the death of the incumbent president, the Chairman of the Parliament was to perform his duties. However, Nigmatulla Yuldashev, who was holding this position at that time, immediately refused to take on the duties in violation of the law and delegated them to Shavkat Mirziyoyev, who was the Chairman of the Government at that time,” the expert expressed his point of view.

The interlocutor noted that such combinations became possible only because the legislature is a “technical” body, although it is at the top of the power.

“The second person in the real power structure in the country was the Chairman of the Government, and it was obvious that he was not going to let power slip through his fingers,” the expert believes.

Transformations in demand

Bakhrom Khamroev stressed that the system of power under Mirziyoyev had undergone no fundamental changes. However, “cosmetic transformations were done to present the consolidation of power to the broad masses under the guise of democratic reforms. The expert emphasised that the key feature of the populist steps was the dogma about the improvement of the well-being of the people.

The interlocutor is convinced that persecution for political reasons allegedly continues to exist in Uzbekistan. The authorities have conducted an information campaign and released a number of political prisoners.

“Despite the fact that none of the President’s great promises, in fact, had been kept, the people, who were expecting changes, were glad not even about the reforms themselves, but at least the hopes for them. Although repressions for political reasons had not ceased, the release of a number of political prisoners was widely publicized,” the expert said.

The expert has no doubts that the consolidation of power in the hands of the incumbent President was not without nepotism and the appointment of “their” people to high positions. The anti-corruption “cleansing” in the Republic looked more like the removal of the relatives of the first president Islam Karimov from office, Khamroev said bluntly.

The interlocutor stated that Mirziyoyev’s result in this year’s elections could be regarded as excessively high. Karimov did not allow himself to have such figures. Khamroev expressed belief that all political transformations and events in the country aimed primarily to consolidate the power in the hands of the head of state.

“Shavkat Mirziyoyev is not going to lose power in principle, however, like his predecessor, he plans to end his days in the President's Room,” Bakhrom Khamroev summed up.
